This award is presented to a Law Library Supporter in recognition of his or her substantial contribution towards the advancement and improvement of a State, Court or County law library's service or visibility. Call for Executive Board Nominees

Please consider the following in our ongoing goal to keep our SCCLL SIS membership strong and to be an important and active component of AALL. Your participation in this process is vital. The deadline for nominees is December 7, 2009.

The SCCLL Nominations Committee is seeking Executive Board candidates for the following positions: Vice-Chair/Chair Elect, Secretary/Treasurer, and Member-at-Large. Each position requires a three-year time commitment, starting with the July 2010 AALL Annual Meeting and Conference in Denver, Colorado. SCCLL SIS members may nominate themselves or others.

  • Vice-Chair/Chair-Elect: serves for the first year as a member of the Executive Committee; is chair of the Strategic Planning Committee; attends the SIS leadership training at the annual meeting if possible; and appoints committee chairs for the following year. During the second year of the three year term, that individual becomes the SIS Chair, whose responsibilities include: prepare committee charges; coordinate committee work; write the Chair’s column for the Newsletter; attend the SIS leadership training at the annual meeting; serve on the AALL Council of SIS Chairs; coordinate SIS activities at the annual meeting; and preside over the SCCLL business meeting. The third year of the term is spent as Past Chair, and those duties are to serve on the Strategic Planning Committee and to advise the current Chair.
  • Secretary/Treasurer: records the minutes of the SIS meeting; keeps the records of the organization, including the financial record; gives a written account of the funds of the Section when requested to do so by the Executive Committee; and prepares such documents as directed by the Chair. The Secretary/Treasurer also oversees the distribution of the official ballot for the Executive Board election no later that April 1. Ballots are sent electronically, but SIS members may receive a mail ballot upon request to the Secretary/Treasurer. The Secretary/Treasurer verifies current membership of each voter.
  • Member-at-Large: serves on the Executive Committee as a voting member, and may serve as a committee chair or be assigned other responsibilities by the Chair.

SCCLL Silent Auction Raises $2026; Challenge Donations Accepted
Anne Matthewman (SCCLL Chair, 2009-2010), writes:

I am very pleased to announce that in these tough times we raised $2026 for our Grants Program in Sunday's Silent Auction. Thank you to everyone who donated items and everyone who bid on them.

However, we are not done yet! We are still accepting cash donations (made out to AALL and designated to SCCLL Silent Auction). Send your donation to AALL Headquarters indicating that it is for the SCCLL SIS Silent Auction.

Also, I am challenging someone to match my $100 donation - I will double my donation when the challenge is met. Remember, these donations go to fund our Grants Program which allows SCCLL members to attend the Annual Meeting and the Equal Justice Conference. I would love to see a record number of members at our Denver meeting next year.

Last year's spontaneous post-meeting donation challenge raised about $2,500. Can we top that?

Online auction closes Wednesday, July 22

Online bidding for the SCCLL Silent Auction ends 10 a.m. MT on Wednesday, July 22. We now have over 40 items available. Check out the new items at http://sccll09.wordpress.com/. We have books signed by the authors, hand made items, book boxes (do you prefer USCA or USCS?), and jewelry. Please note our bookmark deal--if you are the winning bidder on two or more bookmarks you will receive a $10 Borders gift card. Bid on an item by clicking on the "Leave a Comment" note.

After the 22nd, bidding will continue at the SCCLL Breakfast and Business Meeting July 26, at the Ballroom East, Renaissance Hotel. If you are not signed up for the breakfast, you can still stop by for the business meeting at 7:30 or show up any time before the auction closes at 8:30. There will be some items donated that will not be shown on the online auction so show up and see what is new.

SCCLL's unique newsletter archive now online

The SCCLL Newsletter archive is now complete back to 1974, which is the oldest newsletter available online of any SIS. Thanks to copies of the newsletters from the University of Washington, Stanislaus (CA) County Law Library, and the Maryland State Law Library, we now have 91 issues on our site giving us a complete history of our section back to the beginning.

Enjoy perusing some of our shared history and celebrating our 35th anniversary in D.C.

At 8:45 a.m. on Monday, July 27, 8:45A, SCCLL is sponsoring the program "Serving Those Who Serve: Services Available to Active Duty Military Personnel, Their Families and Veterans." A third speaker has been confirmed: Sgt. Maj. Rose Matthews from the Better Business Bureau Military Line. SCCLL Auction Site Open for Business!

The State Court and Counties Law Libraries SIS is again presenting their annual silent auction at the AALL Annual meeting. The auction has two components. The first is an online bidding component which is lasts until 10 a.m. MT on July 23. The website is http://sccll09.wordpress.com/. Check often as new items are added throughout the period.

The auction then continues at the SCCLL Breakfast meeting, Sunday July 25 at the Renaissance Hotel in the East Ballroom. Bidding will continue until 8:30. If you are not attending the breakfast you are still invited to the business meeting (starting at 7:30) and to continue bidding there.

Not attending AALL or can't make the breakfast meeting? Not a problem. Proxy bidding can be arranged. Just contact Silent Auction Chair Barbara Fritschel at 414-297-1698 or Barbara_Fritschel@ca7.uscourts.gov with the item(s) you are interested in bidding and your highest bid amount. If you are the successful bidder you will be notified after AALL and arrangements will be made to get the item to you.

All monies raised go to support scholarships to attend the AALL Annual meetings and the Equal Access to Justice conference. Your support is greatly appreciated.

Cleveland Law Library receives grant to create online tutorials

Congratulations to the Cleveland Law Library, which has been awarded a grant to create online tutorials for its members and site visitors. The Law Library will receive its funding from the Attorney Outreach Grant Program of the United States District Court for the Northern District of Ohio, and plans to purchase Camtasia Studio to combine screen recording with audio narration to create a series of online instructional programs.

The first program planned is a guide to the features and functionality of the Library's online catalog. These programs will be posted to the Law Library's website, thus making them available 24x7 for simultaneous viewing and listening.

AALL's best and biggest silent auction (ours!) will be up and running online on June 22. This past year the silent auction and challenge grant programs raised money to send two people to the equal access to justice conference and five people to the annual meeting in Washington D.C.

Program Announcement:
Serving Those Who Serve: Services available to Active Duty Military Personnel, their Families and Veterans

Washington Convention Center - Room 156

This program aims to provide civilian law librarians with some basic information about the services and legal information that is available to active duty military personnel, their families and veterans. Three speakers will address different aspects of the military experience and the legal issues which may arise in each context.

The first confirmed speaker is Ms. Kristi Barlow the Quality Review Team Leader at the Department of Veterans Affairs, Board of Veterans’ Appeals. Ms. Barlow will discuss the DoD/VA Integrated Pilot Disability Evaluation System, which trains DoD personnel to use the VA disability rating system. She will also discuss veteran’s claims generally.

This program was proposed and designed by Susanne Pierce Dyer, recently retired from the Alameda County Law Library in Oakland, California. Billie J. Grey, Law Librarian for the Board of Veterans’ Appeals will moderate the program.

This year's SCCLL-SIS reception will take place Sunday, July 26th, 6:30 p.m. to 8:30 p.m. at RFD - Regional Food and Drink.

All SCCLL SIS members are invited to attend and to join the SCCLL Board for an evening of conviviality, good food and fine company at RFD. Change is Coming for Ohio’s County Law Libraries

Significant changes are coming for Ohio's county law libraries as the result of a House Bill (420) that Governor Strickland signed into law on December 30, 2008. This Bill intertwined the future of Ohio's county law libraries with many other governmental issues and affected our operations and funding in two major ways. Although it completely restored county funding for our space and the compensation of our public law librarians during calendar year 2009, it enacted major changes that will start next year. "Your Day In Court" video posted to SRL page

King County, Washington has introduced a new video for self-represented litigants, Your Day in Court: How to Make Sure Your Voice is Heard in King County. This self-help video features Judge Mary Yu giving a tour through courthouse and showing litigants how to get their case ready for trial, and Judge Steven Gonzalez explaining the courtroom procedures once litigants have filed their paperwork, and are ready to appear in court. The video also features the law library.

Nominate your advocate for SCCLL's new award!

The SCCLL Awards Committee is accepting nominations for the newly created Law Library Advocate Award. This new SCCLL award acknowledges and honors those individuals who are not part of our library staff but who advocate on behalf of our libraries. A nominee can be any person who has had a significant influence on a state, court or county law library and who is not a member of the law library staff. Examples of nominees include, but are not limited to, trustees, legislators, state/county/municipal officials, court managers, and judges. Given today’s economic and political environment it is important that we recognize these individuals and say a collective thank you. The deadline for nominations is March 31, 2009.

Equal Justice Conference grants

The SCCLL Executive Board has made available to our membership two grants of $800 each to attend the ABA’s Equal Justice Conference (EJC) in Orlando, Florida, May 14-16, 2009. The deadline for submitting an application to the SCCLL Grants committee is January 25, 2009.

The ABA web site describes the EJC as bringing “together all components of the legal community to discuss equal justice issues as they relate to the delivery of legal services to the poor and low-income individuals in need of legal assistance. The emphasis of this Conference is on strengthening partnerships among the key players in the civil justice system. Through plenary sessions, workshops, networking opportunities and special programming, the Conference provides a wide range of learning and sharing experiences for all attendees.” Further information about the conference can be found at www.abanet.org/legalservices/ejc.

Nominations open for Bethany J. Ochal award

The SCCLL Awards Committee is seeking nominations for the Bethany J. Ochal Award for Distinguished Service to the Profession. The Ochal Award is recognized the significant contribution to the profession of a librarian who is recently retired or nearing the end of his or her library career.

Apply now for Equal Justice Conference grants

The SCCLL Grants Committee has posted the application for grants to attend the Equal Justice Conference and the American Association of Law Libraries Annual Meeting on the Scholarship and Grants page. The application deadline is January 25, 2009, for the Equal Justice Conference grant, so if you're interested, take a look now. The application deadline for the AALL Annual Meeting grant is April 1, 2009.

County Commissioners Association of Ohio Calls Law Library Legislation a Priority and a Necessity

In its latest Statehouse Report, the County Commissioners Association of Ohio (CCAO) names the current law library legislation a priority, noting that "Under the proposal, monies collected from state imposed fines and penalties for law libraries would have oversight and management. Counties always have expressed a concern that the law library associations, as private non-profit associations, receive and manage the fine and penalty money without any public scrutiny." Later, the CCAO says that "there is no public supervision or oversight of how the association spends that public funding", neglecting to acknowledge the regular state audit of public funds and the service the libraries provide counties, courts, and the public. The article then goes on to summarize the legislation and to note that "Commissioners should ... expect requests and in some cases substantial pressure, to make appropriations to the law library resources fund," referring to the counties' compensation of law librarians as "an unfunded mandate". California law library takes Library of the Year honors

The U.S. Government Printing Office (GPO) named California’s Law Library for San Bernardino County as the 2008 Federal Depository Library of the Year. The library services the largest county, in land area, in the United States. The library has made great strides in offering its residents resources to government information. To meet the needs of its patrons, the library has extended its hours of operation, developed a new and improved user-friendly website and offers the AskNow Law Librarian online reference service. The library staff also conducts extensive public outreach by promoting law library materials and services to civic and community organizations. To continue to maintain an open relationship with the public, the library conducts customer satisfaction survey’s and uses the results to improve services where needed. Public Printer Robert C. Tapella presented the award to library officials at the annual Fall Federal Depository Library Conference.

Nominations sought for Vice-Chair/Chair Elect, Member-at-Large

The SCCLL Nominations Committee is seeking nominations for candidates for these two positions, which will become vacant in July 2009.

SCCLL publishes Resource Guide #3: Management Essentials in the Public Law Library

The SCCLL Resource Guide #3 is now officially published and ready to be sent out from AALL HQ. The guide to ordering is here: http://aallnet.org/products/pub_insights.asp.

Guide #3, Management Essentials in the Public Law Library

This guide discusses key management principles for the public law library. Although all law libraries are different, many principles—such as budget, resource management, and community relations—must be addressed by all public law libraries. This guide explores five core principles of management via insightful articles from the State, Court, and County Law Libraries Special Interest Section membership: budget/financial planning and negotiation; working with the board; community relations; service development and collection rebalancing; and managing resources.

Price: $10 members/$12 non-members

Thanks to the many authors who aided in the creation of this publication. John Cannan helped spearhead this effort and he would like to thank Sara Galligan and Lisa Jackson for putting in yeoman service looking things over and giving advice on edits. Julia O’Donnell at AALL always does a fantastic job and did so here. Finally, Maureen McGuire did the layout and made it come to life.

Ohio County Law Library Update:

We are all concerned about the situation regarding legislation relating to Ohio County Law Libraries. Our executive board recently asked you to participate in an online poll to determine whether or not our SIS should expend funds to assist Ohio County Law Libraries in their lobbying efforts. After review, we have determined that we are unable to make an expenditure of this type as many of our members dues are paid by institutions that do not allow lobbying.

However, members may send letters of support and or contributions to the Chair of the Coalition for County Law Libraries, Angela Baldree, Lake County Law Library, 47 N. Park Pl. Painesville, OH 44077.

Ohio Draft Reform Bill SB345

Increasingly, county law libraries face new challenges with regards to their funding, space and continued existence in the states with established systems. These challenges were addressed in 2005 with legislation in Ohio to cut back on funds going to county law libraries. Silent Auction/Scholarship Fund meets ambitious goal: $6000 raised!

The silent auction this year raised over $3500 for travel grants for SCCLL members. Add to that an outpouring of generous contributions from SIS members, and the total raised for the Scholarship Fund has topped $6,000. This will let the SIS send grant recipients to next year's meeting in Washington, DC (which will probably be quite a bit more expensive than other conferences) and to the very important Equal Justice Conference. SCCLL Grant for Court Solutions Conference in Baltimore available!

The Self-Represented Litigation Network (SRLN) is participating in this conference on September 8-10th at the Baltimore Marriott Inner Harbor Hotel at Camden Yards. The SLRN's Law Librarian Subgroup will be presenting a module called “Supporting and Integrating Law Library Services for the Self-Represented.” At the SCCLL Executive Board meeting on Saturday, July 12th, the Board voted to extend one grant for attendance at this conference for a SCCLL member. The grant covers $1,600.00 and funds will be made available following the conference after receipts are submitted for travel, lodging and registration costs.

Standards Committee presents draft revision
The SCCLL Standards Committee (Joan Bellistri, Anne Grande, Jennifer Murray and Larry Meyer (Chair)) have drafted the 2008 Draft Revisions to AALL County Public Law Library Standards and forwarded it to the SCCLL Executive Board. The Executive Board will be discussing and possibly acting upon the proposals at their meeting on July 12, 2008 in Portland. The above document tracks the changes the committee is proposing. If you have any comments and would like them presented to the Executive Board, email Larry Meyer prior to July 1st. There may also be a limited amount of time to discuss the proposed new standards during the SCCLL Breakfast on July 13th.

2007 SCCLL Connie E. Bolden Publications Award Recipient - Jean M. Holcomb

Established by the State, Court, & County Law Libraries Special Interest Section, the Connie E. Bolden Publications Award is awarded every other year.

This year, Jean M. Holcomb, Retired, is the recipient of the Connie E. Bolden Publications Award for her Law Library Journal series "Managing By The Book." Ms. Holcomb received both her MLS (1984) and her JD (1985) from the University of Alabama. She is the former Director of the King County Law Library, Seattle, Washington, 1992 - 2005. Prior to this she was the director of the Norfolk Law Library, Norfolk, Virginia from 1987 - 1992, and a Reference Librarian at the University of Alabama School of Law Library, Tuscaloosa, Alabama, 1985 - 1987.

The Awards Committee received more than one nomination for Ms. Holcomb's "Managing By The Book" series. This series of articles, which began appearing in the Law Library Journal in 2005, reviews recent books on management and applies them to the law librarian environment. According to Judy Meadows, "They are much more than book reviews, as Jean spends considerable time in extracting how her readers can benefit from what the author includes in the book... Jean should be acknowledged for this very considerable contribution to the management literature of our profession." Donna Bausch said of Jean in her nomination, "Her writing inspires going above and beyond the daily routine and thinking outside the box about our jobs, our colleagues and our organizations. Jean can make anyone believe that all things are possible if we dream big enough and work hard enough. Her writing will continue to inspire readers for years to come with its timeless discussions of management issues with which we all contend."

  • 2005 - Dr. Joel Fishman, in recognition of his body of published works including numerous treatises, bibliographies and indexes.
  • 2002 - Gail Warren, for her development of the "Court Library Management" course notebooks for the Institute for Court Management from 1999 through 2001

  • 1996 - Charles R. Dyer, in recognition of his work on Sourcebook for Law Library Governing Boards and Committees
  • 1993 - Kendall F. Svengalis, in recognition of his work on The CRIV Sheet.

The Awards Committee received a number of nominations this year. All the nominees are deserving and selecting just one recipient was not an easy task. We would like to commend all of the nominees for their contributions to the body of professional publications. We would also like to thank all who took time to nominate their worthy peers. AALL's Special Interest Section (SIS) Council will sponsor two unique volunteer opportunities in Portland during the Annual Meeting and Conference. LLJ Centennial volume needs you!

For its celebratory centennial issue (November 2008), Law Library Journal is requesting each SIS to create a list of articles from LLJ that it recommends to its members. Sara Galligan (SCCLL-SIS chair) is seeking a volunteer to assemble a list of LLJ articles considered "essential reading" for SCCLL members. If you're interested in contributing to this project, contact Sara at Sara.Galligan@CO.DAKOTA.MN.US. The project must be completed before the Annual Meeting in July.

Applications open for AALL Annual Meeting grants

The SCCLL Grants Committee is pleased to announce that SCCLL will be funding four (4) grants of $850 each for attendance at the AALL Annual Meeting to be held in Portland, Oregon July 12-15, 2008. SCCLL grants are funded by the proceeds of the SCCLL Silent Auction and by matching grant challenges. The deadline for receipt of application forms for the Annual Meeting Grant is April 1, 2008.

Click here for guidelines and criteria for the awarding of SCCLL Grants, as well as the application. Please note that you are required to submit 5 copies of the application and letter of recommendation.

Also, don't forget about the three (3) grants of $850 which are available for the Equal Justice Conference. The deadline to apply for these is coming up on February 1, 2008. Only one award per year will be made to any individual.

The SCCLL Grants Committee is pleased to announce three grants of $850 each for attendance at the ABA Equal Justice Conference to be held in Minneapolis, Minnesota from May 7-9, 2008 with a pre-conference on pro se services on May 6th. AALLNET will be down for regular maintenance

AALLNET will be down for regular maintenance starting at 8 p.m. CST on Friday, January 11, and will resume normal operations at 8 a.m. CST on Monday, January 14. AALLNET, including all chapter, special interest section, committee, and caucus Web sites and related data will be moved to a new Web server as part of a regular infrastructure maintenance plan.
Please contact AALL IT staff no later than December 12 if this date will pose any issues with your Web site management or important scheduled tasks. In addition, please take a final look at your web site content and layout at close of business on Friday January 11, and perform a post-migration assessment after the migration is completed on Monday, January 14. We will send you additional reminders on the week of January 1 and January 7 regarding this planned maintenance.
