Assistant Director, Finance & Personnel
San Diego County Public Law Library

Knowledge and Skills
• B.A. in Accounting, CPA preferred, MLS or extensive library experience
• Minimum 5 years experience in working with financial statement preparation and general ledger maintenance.
• Experience with budget preparation & monitoring.
• Experience with all aspects of payroll.
• Experience in administering benefits plans and establishing personnel policies.
• Experience in hiring & firing and employee counseling.
• Experience using automated accounting system (preferably Quickbooks) and advanced use of Excel
• Professional level aptitude and practical experience using standard business software applications
• Excellent written and oral communication skills.
• Demonstrates innovative thinking and commitment to work towards the Library’s Vision and Mission.
• Demonstrates a commitment to personal development.

Responsibilities
• Participates on the Senior Management Team to set strategy, goals, priorities, and policy for the Library
• Prepares and monitors annual budget and works with Director & the Board to achieve budgetary goals.
• Establishes financial systems & procedures, maintains general ledger, and prepares financial statements, including monthly reports to the Board
• Prepares payroll & affiliated reports; monitors payroll agency and the payment of taxes
• Ensures personnel policies are approved, published, revised when necessary & comply with the law
• Works as liaison with Library’s legal counsel on labor issues
• Administers benefit programs and maintains personnel records
• Establishes & oversees system for collecting and analyzing statistics on library’s services, programs, & outcomes
• Develops grant proposals in support of library’s strategic plans & goals
• Administers risk management program
• Acts as Assistant Financial Officer for the Law Library Justice Foundation
• Lead special project teams
• Other duties as assigned.
