Established by the State, Court, & County Law Libraries Special Interest Section (SCCLL-SIS), the award recognizes a member of SCCLL-SIS who has made a significant contribution to the profession through scholarly publication. This biennial award is presented to a State, Court and County Law Libraries Special Interest Section member to recognize scholarly publication. The award is in honor of Connie E. Bolden, former Washington State Law Librarian, to commemorate his dedication as Law Library Journal editor from 1967 to 1977.
